Offline play. Haven't had a chance to see bots in a server setting, but I'd imagine they'd stay still too.
The AI that driver the Panzer 3's on Arad2 do not move from their spawn-point when the round starts. The Panzer 4, T34 and T70 AI controlled tanks do move as normal.
This makes offline play a little one-sided and end in about 3 minutes with a Russian win. Also makes it harder to test how the AI and tanks handle shooting and getting shot at.
