US SL 2 Binoculars showing

I've had several occurrences in which I could not place a squad tunnel. The pick graphic will come up in my hand but it will not highlight the ground anywhere and allow me to begin digging. I've been trying to see if I could find times in which this happen but have not been able to find which situations cause this to happen but what I did notice today was two binoculars icons showing in the SL options.
