Can't join certain servers even when empty

I have tried asking for help on reddit and Steam but didn't get any answers and I have no idea what else I can do about this problem.

I simply can't connect to certain servers at all even if they are completely empty. I have already configured my router/modem to open the ports 27015, 7777 and 7779 but that didn't help. I have tried to manually join the servers using the console but it also didn't work. It just takes me to the screen where it reads "Connecting to server..." and it never connects. After a long time (like 10 or 15 minutes) it says the connection to the host has been lost. Meanwhile there are servers I can instantly connect to without any issues.

There are only 3 servers hosted in my country and I can't connect to any of them, which sucks because I have been playing the game with 140-190 latency. One of the most active servers in my country right now is 185.50.104.73:7777 and there's people playing there the whole day, so it's not a server problem I guess. If one of my friends decides to buy the game to play with me we won't be able to play together on a good server for us and this is not cool.

Does anyone know why is this happening? Can anyone help me? All I want is to be able to play with 40 latency.
