I noticed something in the KF2 preview video. The "tactical reload" says that it worked for EVERY weapon.EVERY weapon refers to ALL weapons, perked or offperk.
Beneath this item it said "look more elite at it". It refers to an elite who masters this kind of weapon and reloads faster with it. NOTE that "this kind of weapon". There is NO reason that a SP gets reload bonus on ARs or Sniper rifles. His reload bonus shall work ONLY on weapons of his field. EVERY reload bonus shall work ONLY on PERKED weapons!
