Purchased Heroes of Stalingrad with Rising Storm, can't unlock Rising Storm ranks

I own HoS with Rising Storm, its in my steam library. Yet im unable to level up anything in Rising Storm. All of my friends own the exact same thing I do, and they are able to level up everything. Yet I have no progression :( What could the issue be??
