[Error] The dreaded Console Key

Now I've never particularly had a problem with my console key being ' or @. Aside from it prohibiting me from spelling things correctly, which does annoy me. However, what's more pressing is that I have signed up to be an admin with a certain clan on Red Orchestra/Rising Storm and the problem is, if I try to report a player and that player has ' or @ in his name. He's suddenly untouchable and thusly I fail as my role as an Admin. Now I've already tried looking in the config files and I've looked through all of them and spent the better part of two LONG hours changing every single console command key that was seen simply as tilde, to 8. And yet, my console command key is still ' or @. So I would simply ask that someone give me a simple fix for this that doesn't involve me staring at the config files for ages trying to find a command that doesn't seem to exist.
