Spooky is pretty much useless on Hue city and Cuchi

Because anti air missile's cool down is 3min but spooky's cool down is 8min
It seems like napalm's cool down decreases when it is shot down
but spooky's cool down does not decrease even if it gets shot down
please don't tell me to bait a vc commander with a recon plane because he won't be baited unless he is inexperienced
