Selected Loadout is full even though I'm the first to select the role

I have a fast computer and I'm usually the first to load into the game so I can choose any role I want. I have noticed maybe 7 times now where I choose a class like sniper or RPG and then wait to spawn in while I decide what squad I want to join, however by the time I go to hit join game it says the selected loadout is full.

It seems like it's possible for someone to steal your loadout if you haven't spawned in yet? I guess it's possible I'm doing something weird without thinking about it that is causing me to lose my slot, but I don't think so. Hoping someone else has experienced this behavior and can explain it.

Linked two images showing me with the sniper loadout and one with the RPG loadout, both say the role is full even though I certainly clicked it when there was room. You can also see on the right side in the squad section that the role icon is the generic rifleman.
