Game balancing during Early Access

As far as I know one of the main purposes of EA for KF2 is to receive community's feedback regarding the balance of perks, weapons and zeds, and since I'm mostly interested in HoE difficulty, I'd like to be sure that HoE is tested out extensively during EA.



Now, to test it to full extent, we will need to have full teams of 25LVL players, trying out different perk, skill and weapon combinations.



So how is this going to be handled? Are we going to be able to select any perk level and skill right away, or are we going to have to go through the grinding? If it's the latter, then I hope it will be sped up, because I think a lot of people won't have the time to reach level 25 on all perks by the end of EA (I know there's no info on how long the EA will last, but you get the point).



Well, something to consider, both by the devs and by the community. I assume TWI has several ideas by now, or perhaps a decision already. Maybe someone could shed some light?
