Console resolution and framerate

So with the news that Battlefield Hardline couldn't hit the 1080p/60fps on any console.



720/60 on Xbone

900/60 on PS4



It makes me wonder what the guys at TWI have been able to achieve.



I know the target was 1080/60 but that's a pretty lofty goal!



If TWI have managed it, how is it that other developers working on these so called AAA titles cannot?



One would assume they have huge budgets, almost limitless resources and huge teams of people working on these projects.



So how can it be that a team of 50 people can pull off what these huge company's cannot?



Quality of code? Optimisation? Deeper understanding of the engine being used?



I'm curious as to how some can do it and others can't.
