Submit dispute

When I press "submit dispute", I get "NOTICE: Wrongfully submitted disputes can result in action being taken against your account or clan. Please review the Dispute Guidelines before submitting your dispute."

But the link to these guidelines doesn't work. Neither in Opera nor in Internet Explorer.
