Characters and their cosmetic accessories seem to be completely independent of the rest of the game, like they're just and additional feature that was tacked on. Why not have some cosmetics that are unlocked via achievements (existing or new, feat-related ones)? This appeals to the collect-em-all demographic of players, and also lets players show prestige for having completed tougher achievements.
You could further this collect-em-all push by having a character select screen a-la Smash Bros, greying out characters/accessories players have not collected yet. This encourages players to keep putting in game time to complete difficult tasks in order to fill their roster.
Of course, all collectibles are entirely cosmetic, so players who don't feel the need to complete achievements and just want to kill Zeds aren't missing out on any gameplay.
Another idea would be to have characters/accessories as drops from games, a-la CSGO, without the whole micro-transaction system. This would encourage players to keep grinding out games in order to try and get rarer cosmetic items.
