Major issue when trying to play in fullscreen mode

So when I start the game, it starts in fullscreen windowed mode, which I can't stand. So when I change the setting to the standard fullscreen mode, my cursor can only work in the top middle 1/4 of the screen. When I force close the game, and restart, it starts in fullscreen mode, and only allows the mouse on the top middle 1/4 of the screen again. The only way I can seem to fix it is by uninstalling it, and reinstalling the game.

Any ideas on how to fix this issue? I loved the game in beta, and haven't been able to play since the update where they added the first time start menu.
