It would be a good idea because it would allow players who reach level 25 follow up their level and not left only to be level 25.
what would be the benefit for players up more levels?
They would be granted 0.2% more on your skills
for example, if a command causes 50% damage. having a level 50.2% could cause more damage.
27 level being 50.4% could cause more damage.
This would give players a reason why continue leveling up your favorite perk.

all the perks will have only 15% more eficience on all their skills when hey are level 100
