There seems to be a hack where a player can give a VAC ban to others without actually giving them a VAC ban.

Steam forums are full of threads like this. That one has a video.
What seems to happen is the hacker spams the votekick menu somehow which then displays a you have been VAC banned message. Probably a custom message made or something. But it seems these players cannot join any other server either. Even though no VaC ban has been placed. Emphasis on the word "seems" as these players do act like they have been banned from the entire game. Who knows if they actually are.
The hacker involved hasn't been properly identified. He changes his name usually with VAC written in his name such as VaC lord. No one bothered to grab his steam ID or URL.
