Blood & Desmemberment not working

I'm not sure if this is the right place to start the topic since I dont really know if It's a bug. But even though I have the blood and desmemberment option activated none of them apear to be working. Ive heard that germany has censorship that does not allow it to work, but I'm not from there and i haven't found more information apart from that.
