Server won't launch : error 0xc000007b

Here are the specs of the the server in question:
- Windows 7 Pro 64 bits
- CPU AMD 64 X2 4200+
- 4 Gb RAM
- 120 Gb SSD + 2x 500 Gb HDDs
- AMD HD 5450

This is not a gaming PC and is only used for :
- video playback/netflix
- NAS
- two KF Servers
- two Terraria servers
- sometimes a Teamspeak server
- printer host

Since 2010 I have been running private KF servers from my home as well as a a couple public KF servers from NFOservers.com. So I am a bit puzzled as to why I can't run a KF2 server on the same box.

I saw other threads and installed :
- UE3Redist
- DirectX
- Visual C++ 2010 Redis
- Visual C++ 2013 Redis
- Visual C++ 2015 Redis

Nothing seems to help... does anyone have a clue ?
