force respawn is available....except it's not

The last week or two, whenever I play as commander it will always put the message that force respawn is now available up on my screen, but when I go to the map screen it will say it's not available. In fact, lots of times the message comes up 10-20 seconds AFTER I just used it.



Anyone else have been getting this lately?
