RO2 Game runs in background?

When I start the game, singleplayer & multiplayer, it just won't start.. On steam it says I'm in the game and in task manager it says it runs in the background, but it simply doesn't do anything. does it have something to do with Windows 8.1 or is it something else? Please help, I really want to play this game. :(
