The current balance philosophy for zeds seems to be centered around their health pool moreso than their abilities, which is uninteresting. This is mostly a Fleshpound and Scrake problem but Siren is an offender here as well.
Siren is is too tanky and needs her power re-adjusted. Her threat level is currently moderate tankiness with moderate damage with the ability to stop grenades. She should not be a beefy threat like she is currently. Not only is it a boring way of balancing but it also looks silly having to put so many rounds into such a small weak looking target. The Siren's threat potential should come from her ability to annihilate you if she gets close and her ability to stop grenades. Right now she's mostly just a higher health zed that can stop you from using grenades.
These are the changes I propose:
-Give her a huge increase in damage (kill most classes from full HP in one close range scream on high difficulty)
-Cut her health to about the same level as a Gorefast.
-Adjust Siren AI to travel behind Bloats if there is one nearby.
-Adjust Bloat AI to travel in front of Siren's if there is one nearby.
This would make bloats have more purpose as well, and would further push balance to be in favor of the zed's abilities rather than their health pool, although Bloat isn't particularly an offender here. Keep the pathing change within a reasonable limit so that a Bloat that's on top of you won't travel backwards to link up with a Siren and vice versa.
Siren should kill a player near instantly at close range with a single scream on higher difficulties, unless you are one of the few classes who has resistance to her damage. She should also go down as easily as a Gorefast does. When you see one you need to kill it damn near instantly. If it sneaks up on your group your entire team could be wiped in a near instant.
This would increase the value of Commando as if a Siren sneaks close while everyone is reloading he'd likely still have an active mag (thanks tactical reload) to down her. It would also increase the value of Support as his rounds can penetrate Zeds, thus if a Siren is behind a bloat or group zeds he can still score a kill on her and save the team.
