My take on the SWAT perk and loadout speculations

DISCLAIMER
I absolutely have no idea what TWI plans to make out of the perk. I am using my own imagination here.

SWAT

The SWAT is an SMG specialist. He uses their fast rate of fire capabilities to mow down hordes of weak zeds, allowing the rest of the group to save their ammunition to focus on the bigger threats. Due to the relatively light weight and low recoil of his weapons, he can carry a riot shield in his left hand, and a SMG in his right hand with an aiming and mobility penalty. His lack of damage output is balanced by his ability to tank, block hallways with his shield and attract attention from the bigger threats like Fleshpounds and Scrakes, allowing for aggro control so the rest of the team can shoot them down with minimal casualties.

Tier 4: Riot Shield

I believe the riot shield would be a gameplay innovation. You would be able to physically block a destroyed door (let's remember they don't respawn anymore), contain the flow of Zeds, tank damage, and divert the Scrake and Fleshpound's attention to minimalize casualties. The range of possibilities is wide.

Because I expect that it would be too tempting to just camp in a hallway with your shield up and shoot Zeds that bump onto it, I've came up with an original way to balance it: The M.E.A.T system itself.
As you bash zeds with it, the shield will soon opacify with blood splatters, melted plastic due to bloat bile and husk fire, and hit marks, making it way harder to see trough. You can try to wipe your shield with ''R'' when your weapon is full or your shield is up (pressing RMB).
You can chose to wear the shield on your left arm or put it on your back depending if you prefer to use your guns more accurately.
With the shield equipped, you block with RMB and shoot with LMB. You cannot reload while blocking, and you'll get a reload penalty because you need to reload your weapon with one hand.
You cannot aim down sight with your shield equipped.
