Another way to balance the teams, I think, would be to put into evidence how unbalanced they are and letting the players balance the game spontaneously. This can be achieved by showing, in the scoreboard, the level of each player, and the total sum of levels of all the players on each team. Once the unbalance is evident, players will tend to prefer balanced games, and servers in which the players tend to keep the teams balanced.
You get to know the level of a player when you kill him, so its not actually a secret. However, if it is retained as sensitive information, then showing only the total summed level of the team and not the individual ones could be enough.
