have kick votes stay on the server

The latest things trolls do is to join a server, start TKing, then leave the server and rejoin it right away, as to not get kicked, and repeating this over and over again. By doing so all the vote kicks they have accumulated disappear. Not only is the downright annoying, this gives the other team a HUGE advantage.



So far, I've seen two completely different accounts do this and have reported both to steam with evidence.
