RS Unlocking Type 99 LMG

Hi people, if i choose machinegunner, I can find only Type 96 LMG. How to unlock Type 99 LMG?

Then, I noticed some youtube video where Arisaka Type 38/99 has the weaver base without the monocle. How to unlock it?
