how to reproduce :
1) activate the manual bolting option
2) select a bolt action rifle
3) fire one bullet (or more) and bolt after
4) reload (before magazine is empty)

Description : If you fire one or more bullets with a bolt action rifle, and then manually bolt, when you reload, the animation will reload one more bullet than the amount you fired. But if you don't bolt just before reloading, the amount of bullets reloaded will be correct.
